For StarCraft and Red Alert (but oddly not CNC GOLD) I have been able to fix this without using the resolution window in Windows 7 by checking 256 Colors and 640x480 Screen Resolution in the compatability tab, also without need to use Windows 98 compatability. As I said though, this doesn't work for CNC Gold, however the resolution window works.
