I ran it as an admin, should I check if the folder is read-only?

Did a fresh install this time with a different mirror, still gives me the same error, and it is saying there is an update for 1.16, but then when I update it, it says there are no new updates and rolls it back to 1.11

I just updated to the new version and the game crashes whenever I launch it with error 005e56dc Link to my dump file https://www.dropbox.com/s/kjlutzy7ir1ihn2/ra95crash.dmp

Where do I download? I don't have the CnCnet 3.2 client
