yes all of that is check but i think its a problem between windows 8.1 and windows 10 thats why im upgrading the laptop now

when i open up cncnet and play alone i get 60fps no problem. but my sister wants to play with me and when she joins the server and we play both of us are experiencing 5-10 fps and its insane. i dont know how to fix this. (both pcs are running on 800X600 res and frame buffer is off) one is running windows 8.1 and the other windows 10
