Refineries being built on maps with no ore

So the more refineries u built more passive income? And how much per ore refinery? -
I am not a heavy player of RA2, I am just used to playing the campaign. So forgive me but I am really curious. I found myself watching games on youtube. On maps where there are no ores, I have seen players built refineries not once but 5 times in their base. Why? Does it generate passive income? Thanks.
