Whynot

Hello I was playing against a player called (cant )and there is no crates on and he started with allied then start build with soviet and yuir and next thing he is grinding president , I try to build nuclear silos round him to quit and he started sell my buildings too and made me quit. My question is I thought cnc net was meant to be cheat free but it is clearly not, what going to to be done about this to combat these cheaters?
