There is another Thread on this Forum in the Tiberian Sun Section, where you can find the "C&C Rules Editor" (Version 2024)

From this version (2.1.13) upwards the editor supports rules.ini editing for Red Alert 2 + Red Alert 2 Yuri's Revenge
