Can't build anything other than ore refinery, barracks and power plants?

I'm playing the online game from redalert1.com and on the Soviet mission where you have to take over the radar dome and secure the island. I don't know a lot about this game (which I'm sure will annoy a lot of people on here), but I love it and am wanting to learn the basics from playing one of the starting games in the series.

 

i don't know how to secure the island on this level and I can't build anything other than barracks, ore refineries and power plants...

 

Is this right or do I need to fix this somehow?

 

Any responses would be muchly appreciated.

You can move the side bar down to build more things. If things like a War Factory and Subpen aren't showing up than something is wrong.
