Lag Issue

I've had an issue in the past few months that I haven't had before.  There is detail in the description of the video also.

I can't move units in lag.  I can select them, but when i tell them to do anything, it does not go through, all the way down to the wave pattern animation seen when moving a unit. In ra2 and previously on cncnet I didn't have this issue.  I'm not certain whether it began with my switch to windows 10 or an update, but i'm definitely certain i did not have this problem with windows 7.

Any way to fix something like this in a future update?
