I'm also having the same problem.

First of all thank you for bringing these great games back with CnCNet Client! However I also can't launch Yuri's Revenge executable after I downloaded CnCnet. Red Alert 2 executable works. Maybe it has something to do with the latest update? I've tried on both Windows 7 and Windows 10. Anyone else having problems launching Yuri's Revenge after the latest update?
