Yuri's Revenge gameplay lag after GPU upgrade to AMD 9700xt

I recently upgraded my PC with an amd 9700xt. Whenever I start a multiplayer game it becomes unplayable due to slow fps/lag. I booted the game up on my laptop running a 3070 and old desktop with a 3080 and don't experience the same problems. Has anyone else run into issues when using an AMD GPU?
