Orange Selection Glitch. Anyone else? Is there a fix?

Randomly playing in campaign mode, towards the end of a soviet mission (12) I couldn't attack or move units. All I could do was build, train, and send engineers to enter buildings. 

The normally blinking green or red attack cursor is now replaced with a fixed orange cursor that doesn't do anything on command.

Is there any solution to this? Has anyone else had this? I really don't want to delete and redownload.

That's just Guard Target mode. Just tap each of your Ctrl, Alt and Shift keys once and it should unlock.
