That looks like you're trying to launch a LAN game? Try a skirmish game in the CnCNet client first  and make sure you can play that first.  If its slow, try changing the renderer in the client options.

Also try launching the game manually Ra2.exe and Yuri.exe if you're wanting to play the campaign.
