Why is the Weather Controller not capturable?

I added neutral Nuclear Silo and Weather Controller to the map. I edited the map using Notepad and added the following:

[NAMISL]
Capturable=yes

[GAWEAT]
Capturable=yes

Then I launched the game. As a result, the Nuclear Silo could be captured by an engineer, but the Weather Controller remains uncapturable.
