Scrolling Speed Problem [Red Alert]

When I start playing a game of Red Alert, everything is fine BUT when I move my mouse to scroll around the map its like impossible to not stop it from flying across the map to another corner. It's like x100 fast....

 

I tried Options>Game Controls> Scroll Speed. But it was already at the very minimum

 

I may have to lower my own scrolling speed on my control panel through my computer?

 

Or is there a file within the folder I can modify?

Yes in the configuration tool open the 'Video options' tab and  in the right side there's an option to set Max FPS, set it to 150-300. That should slow down scroll speed.
