I'm attching a version that lets you controll the civilians. Put the scg47ea.ini into the game folder.

(AM) Allies: Negotiations. I added PlayerControl=yes to [England] (The civilians) Also iran.cnc-comm.com/ra is down. It gives 403 - Forbidden.
