"lag?" playing a multiplayer game

I had a Tiberium sun binge and my brother was interested in having a go himself, so I told him where to download the game (from CnC net) and he did. We tried to play a LAN game but we couldn't play because it ran at about 2 FPS and there was about 3 seconds response delay ( so deploy con yard, 3 seconds later a laggy con yard would deploy). I have tried to run the game on all 3 hosting method things but all of them yield the same results. Also only my brother can open the potions menu to quit, I have to CTRL-ALT-Delete as the game freezes completely when I open the options menu.

Any help would be wonderful and ask any other questions if you need/want to.

Hmm. Both of you should try different renderers in the configuration tool and try it out in skirmish to see if it lags there too. When the games run satisfactory in skirmish try a multiplayer game.
