RA2 launching a partial window

I've had this happen a bunch of times when loading up RA2 and starting a game with someone.  I can't see the full window so I can't build anything and have no choice but to quit.  Has anyone else seen this before or know how to prevent it from happening?

This might be to do with the lack of renderer, try setting TS-DDRAW - https://forums.cncnet.org/index.php?topic=4415.msg36349#msg36349

 

And also DPI scaling, make sure you're set to 100%?
