Any good shp editingprogram???

I am searching for a "good" program which is able to open and edit shp files.

I want to exchange/switch some frames in a shp file to another shp file.

I tried it with OS SHP BUILDER 3.36 which has the right functions to edit it, but it is freeware and has so many bugs that you cant open edited shp files and it is always crashing :-(

So do know a program which i can use for switching frames in 2 shp files???

It can be freeware or cost something but it should work fine and should have no bugs so you can work with it.

OS shp builder is the only shp making/editing program I know.
