Enabling units/structures on campaign missions.

How do i change the units that can be produced in mission from a campaign?; im trying to make Chinooks buildable on a early mission (Nod 3) and i managed to make the helipad buildable by changing their "Buildable =" line on the map.ini file (inside 00_CCTDRDXINI) of the mission but they were unable to produce any units, there's no unit production buttons when i click on them, only "sell" and "rallypoint". Tried with the Airstrip and had the same result.
