Help editing super weapon time

basicly, i want to be able to change super weapon time to cast to be twice as long, any one know how to do this

Download Xcc-mixer 

Open xcc mixer > File > Found > RA2MD.mix > Loadmd.mix or localmd.mix (i forgot) > find rulesmd.ini 

Right click > Extract file and rush b
