Make sure you allow it in your anti-virus. Try to reinstall the game to a different folder e.g. instead of "c:/games/cncnet/tiberiansun" you do "c:/games/cncnet/tiberiansun_123", just append _123. I looked into such AppHang errors before but there was nothing interesting in it, but maybe you can post the full error log here and we check if there is anything useful in your case.
