How to get over 10,000 credits at the start of the game using FA2 or Notepad?

It didn't work. I added this, but the starting money is still 10,000 credits.

In the skirmish lobby, you can select up to 100,000.

I play standart RA2, and the money cap in the skirmish lobby maximum 10000

You need to edit a "rules.ini" file which you can extract from game files with XCC Mixer 
you can may download it from https://xhp.xwis.net/utilities

 

How to extract Rules.ini from Red Alert 2 files

1. Open XCC Mixer
2. Go to the "File" Menu
3. Go to the menu item "Found"
4. Select "Ra2.mix"
5. Double-click "local.mix"
6. Scroll down and look for text file "rules.ini"
7. Right click the file and select "Extract" from the menu.
8. Save the file to game directory.

To change standard Command & Conquer Red Alert 2 lobby settings through Rules.ini

1. Add "rules.ini" to your game directory
2. Open the "rules.ini" file with a notepad or code editor such as vscode.
3. Find the section "[MultiplayerDialogSettings]"
4. Adjust values for the variables shown below.
