you cant do this in the game settings sadly but it is possible to create custom maps with changed rules, you could make em as easy or hard as you want

That doesn't even make sense

 

Anyway the way to do it is load up a scenario/make your own in RAED, look through the rules.ini/redalert.mix and its (fairly) well explained there.
