Whats wrong with XCC?

Just downloaded and installed and it is just not working right. It will not copy anything to PNG or PCX, it comes up with an Error 1 at the bottom. I have been using this program for 10 years and never had this happen. The XCC folder is also write protected, wtf? I tried adding the .DLL's to the XCC dir and I cannot. Can anyone help?
