Because it has diacritics which need an advanced text editor to place them with, remember?

Yeah, but in r4 there'll be your announced INI-based system.

...which I can take care of after I get the translated strings file :P

That kinda barely makes a difference; the text will still need to be converted. ini-based strings file does not magically make the game understand UTF-8 encoding.
