Yep, that is true; at 0 the whole thing is unbridled.

 

The formula is just to provide a basic understanding of it, a more accurate description could be explained with a more complicated implement of course.

 

On a side note, I was confused about the exact engine fps till I took in account the animation system, which runs at 11-16fps ontop of the normal game fps; which confused me for a while until i ran the game at 1000 gamespeed and saw it still drew frames.
