Fix lag at resolution 640x400 Tiberian Dawn

Umm I can't find any way to resolve this although playing at 640x480 and above can solve this. Is there anyway I can remove this?

bumped. Anyway after a vast months of playing Tiberain Dawn. We'll still the games lags at unknown reason at 640X400 but when I press Alt + Tab, it solves the problem sometimes but will get back on a very low chance.
