Unable To Build/Train Any Infantry

Ok so when I started a new skirmish game and placed my first Barrack, I clicked on Infantry and it took like a second to train. After my second I placed another Barrack by my ally's base and then i clicked on Infantry. When i did the fog clock over the picture of the soldier did not move and it never did finish, it's like it pauses before it even starts. And this problem also affects the rocket, medic, and engineer. Does anyone know what the problem is?

this usually happens when the unit limit was reached, but it should never happen at the start of the game except you set the game up to start with tons of units or you modified the rules.ini to lower the limits

Seems more like something lagging the game audio of the announcer voice, and that brings down the whole game for a second. Might be that same SingleCPU option in cnc-ddraw that caused lag on C&C1's videos?

If it's Tech Level 1, the AI will spam infantry like all fucking madness and the limit will be reached very quickly.
