There's the Basic Guide to Graphics Modding I posted in there. That more or less just deals with converting graphics to C&C formats, of course. Actually making them, um... you'd need some kind of image editor, I guess? Maybe something to render unit frames? It kind of depends on which game you're talking about, y'know.
