I mean people online can see the text, whats wrong then? 1 "Missing" because you useing your own custom text which does not exist in game .csf file 2 "Limited" for reason of multi language support. If you need translate all the game text to another language you have just to translate this text strings file. By creating missions, no way to remove this "MISSING". However you can use existing text IDs. To find them use this program http://files.planetcnc.ru/sg/text/SSTEditor.rar and open ra2md.csf file.
