Seems like it's running in windowed mode without window border. Windowed mode requires you to set your desktop (or in win10, the game's compatibility settings) to 16-bit colours.

I rather suspect that the fact it looks like that is the problem

Can you post a screenshot of what the config tool looks like?

 

The "CGA look" happens when Windows 10 doesn't correctly apply 16-bit colour emulation on TS. The fix is usually to open the folder where TS is installed, right click on "Game.exe", select "reduced colour mode" and set it to 16-bit.
