I just installed manjaro in a virtual machine and had the same problem, seems like the wine version (4.13) they currently ship is broken. I updated to wine 4.15 and everything started to work just fine, so you will probably have to do the same for now.

Try to open the dune 2000 config program and change the renderer to "DirectDraw", CnCNet sets GDI as default since that one usually works better.

Your solution should actually work fine, just connect to a local server in online mode. The games are peer-to-peer, that means you will still be playing a LAN game like this (hover over the players nickname in a game room, ping should be 0).
The LAN server requires a firewall inbound rule on windows, otherwise no one could connect to it, hence why it requires admin rights. You can just run it once as admin and allow it in the firewall or you can also add the firewall rule on your own. Afterwards you could force it to run as invoker via a compat mode:

If I remember right @dkeeton added that as a feature, the cursor will automatically unlock if it touches the border of the screen for a certain amount of time.
Why don't you scroll using the right mouse button?

I had the same issue recently while working on the installer, it just went away randomly...
Try the following:
Get the latest YR installer and run it https://downloads.cncnet.org/CnCNet5_YR_Installer.exe
If the error still happens:
Go to your game folder and run "Uninstall CnCNet" (this should clean up your game folder)
Now run the YR installer again

It's like the message says, the game is not included in the installer. It's not freeware.
To make it working:
Step 1: Install the game, if you don't own the game yet you can buy it on origin https://www.origin.com/gbr/en-us/store/command-and-conquer/command-and-conquer-the-ultimate-collection
Step 2: Now run cncnet again and it will work without showing you the error message.

When you start CnCNet via the "Yuri's Revenge CnCNet" shortcut on your desktop you should find a "LAN" button in the menu, click on that. Host a room and tick the "Red Alert 2" checkbox.
If you want to play LAN without CnCNet then you'll need a LAN patch. You can try out our new installer which includes a LAN patch (it wasn't released yet, but you can give it a try already if you want): http://downloads.cncnet.org/CnCNet5_YR_Installer.exe

If it has been working before then maybe just try to delete the wine prefix and then start cncnet again so it will create a fresh one.
Note: You will lose your settings/save games etc...

Maybe firewall or anti-virus is blocking it for one of you.
First you need to find out who of you guys got the issue, you need 3 players at least for that. Host a 2 player game and see if it works, if it doesn't then switch one player and retry until your found out who of you it is.

Download the updated config programs, extract into your game folder and replace existing. Then open the config program and choose DDrawCompat from the list

Nope, there wasn't any update for the CnCNet client for around 2 weeks now.
Did you maybe install a different wine version?
Did you already try to remove the ".cncnet" wine prefix in your home folder and afterwards launch cncnet again so it creates a fresh wine prefix?

Something went wrong with the update and some unwanted changes were pushed live, they're working on reverting the changes but it takes some time since there is another problem they have to fix first
