Simply use the 'base' setting and place them where you want the ai to build them and in the order you want them to build them
assuming you are using RAED that is.
I also want to make it so I can post it here when I'm ready and that everyone can play it.
If I use ARDA then I might get like 4 people to play so best not.
still I found a solution so that's not really important anyway.

what if I had multiple destroy attached building triggers?
EDIT: I solved it. I attached 'destroy attached building' triggers to every unit and teamtype on the map. Luckily it was an interior mission so no new units are made anyway
I tried setting a 'destroy attached building' trigger to every tile
but I don't think it fired...
A different idea would be to massively increase the nukes effective range?
then place a couple demotrucks or something?
this time I am trying to make it so that if you fail to do blah blah blah in a certain time, there is a massive nuclear explosion and then everything on the map dies.
I can get the boom but no deaths to everything
anyone got any ideas/help?
In Multiplayer answers,
1. yes, use multi 1-8 for stuff like this, use triggers to make them appear etc
2. see answer 1, but just place them on the map.
In singleplayer Answers,
1. Use the Nation that you control or want to deliver it for (probably you) if allies, usually Greece and soviet usually USSR.
2. See Answer 1, but just place them on the map.

I think there is a similar glitch on Final NOD mission (B?)
]At the bottom right there are loads of stuck GDI transports with men on them.
I tried shooting/nuking them but they cannot die, meaning the mission could not be won
