Yes. It's a bug related to the chrono locomotor. He wasn't making anything from factory, so the tank didn't move. No unit inside the factory forced it to move.

No cheats, he's probably playing in GR, XWIS or another network.

What I find rude is your lack of intelligence, it offends me, due to you being part of the same species as myself. No they are not.
