I have problems entering.. I get error bit 16

I need help... when I enter from the game folder it opens normally... but when I enter the CNCNET application and it wants to open the yuri revenge... I get error bit 16... someone help me I don't know if it's because of my window 11 because it opens the game from the folder... but not launching from the CNCNET
