I can't change the game speed in single player(Tiberium Sun)

I have the game on cd and I felt like going through the campaigns again. I tried to install it and I was having trouble so I checked online and found this site. Game downloaded and installed without any problems. Everything seems to be running fine except I can't change the game speed through the in game options menu. It's on fastest by default but every time I try to lower it it just defaults back to fastest. I checked the forums but most speed problems seem to be with online lag or scroll speed lag etc. Any help?
