The 1.06 unofficial patch is a newer version than what comes with The First Decade and The Ultimate Collection. It fixes a number of bugs, cleans up the C&C95 TFD directory and adds a bunch of new features:

1.06 is also what people use when they play online due to the added stability and map features.

The sub-forums "Game chat", "Command & Conquer Series" and "Dune Series" has been merged with the parent forum "The Barracks". This is because people were ignoring the existence of the sub-forums in that forum.
You should take a look at the 1.06 patch for C&C95. Since you got TFD download the patch only.
As for the scroll speed open ddraw.ini and change maxfps to 120 or something.
Yes, the streaming God also known as industry standards said so. The average computer screen now a days use an aspect ratio of 16:9, but if you want black bars on the average computer screen be my guest.
Though when you stream you should use a 16:9 resolution in both game and stream format no matter which format your monitor is in. You should also make sure you don't see window borders.

As I haven't posted any news for months I'd point you to a rather nice mod for Command & Conquer 3 called C&C Renovatio. C&C Renovatio is a mod that seeks to connect Red Alert with Tiberian Dawn and thus it has a style highly reminiscent of both.
The work of the team behind C&C Renovatio is simply stunning. The units are highly detailed and the scale is simply awesome. I'll let the screenshots speak for themselves:
In addition to the fancy visuals the mod also features a really cool soundtrack!
