Yes. It's a bug related to the chrono locomotor. He wasn't making anything from factory, so the tank didn't move. No unit inside the factory forced it to move.

No cheats, he's probably playing in GR, XWIS or another network.

I had 3 games in a Row vs Latof like that, always ended up with 3-5 really damaged grizzlies against 1 elite rhino and a sentry. ? No production buildings for neither of either.
