CNC Net won't launch on XP

Hi All, 

I'm trying to play RA2 online and I've followed the videos to install all the right software. The problem I have now is when I try to launch CNCNetYR launcher I get the following error:

No suitable graphics card found

Count not find a Direct3D device that supports the XNA Framework Reach Profile

Verify that a suitable graphics device is installed

Make sure the desktop is not locked, and that no other application is running in full screen mode

Avoid running under remote desktop or as a windows service

Chech the display properties to make sure hardware acceleration is set to Full

 

I re-installed and repaired XNA framework and set the acceleration to full. The graphics cards is old and crappy (it's a super old laptop). It's 64mb, can it run CNC net?
