The v2+ base walk strategy is only applicable in 1 map (p4) where the game has stagnated to a stalemate.
The real issue is tanks being the best unit to build in almost every situation, primarily due to mobility and lack of hard counters towards them. It is also easier to manage a group of tanks than infantry and air for example (unless your the AI). I'm cool with a game having the main unit that is core to an army, but there's not many synergistic options to complement tanks and some units are just outright bad (radar jammers)
As for faction balance, it's actually not that bad and better than most other cnc's
