No more refinery build in megawealth maps?

Since I updated to the latest version of Yuri's Revenge (online) it is no longer possible to build refineries. do you guys know whatsup?

It was always a mistake on cncnet that you could build refineries in megawealth mode.

That mistake has been corrected in the latest version.

hmm, why is it a mistake though? I think it ruins the gameplay........
