Posting the ini would probably say a lot more. I don't know xcc editor's teamtypes editing layout. I do all team and trigger stuff in the ini. I'd suggest you do the same, actually. Probably depends how far they locked rules editing... but if it accepts an edited theme.ini, it's just a matter of adding the AUD files to the game folder (could be they need to be inside a mix file with a certain name, not sure there) and editing the theme.ini to add the new files to the list.

I think the RA in the full installer supports the pack somehow, but I honestly don't know how; I just converted the videos and shipped them with a hacked exe that REPLACED the original campaign video filenames in the internal list. In that version I'm fairly sure they ADDED them, but I dunno how you need to put the actual files in; if they need to be renamed or something. Funky? You got any ideas on this?
