Installing cncnet5.exe locks up Windows 10x64

I downloaded the cncnet5.exe file so that I could play Dune 2000 with my kids on my LAN.  However, when I launch the app, Explorer hangs.  I have disabled AV, I have even tried running the file as admin.  Same lock up every time.  How do I even get this app installed in order to play Dune 2000 on my LAN?
